适用范围
本标准规定了由于雷电在交换局、用户楼宇和远端节点等建筑物内外的通信接入网络和信号线路各过渡点造成的预期浪涌（过电压和过电流）。
本标准的目的在于研究雷电电流作为一种损伤源，其过电压和过电流对使用金属导体的通信和信号网络产生的影响，而这种影响又取决于作为研究对象的线路（见3.1.6）遭受雷击的部位。
本标准的预期浪涌是按作为每类（S1、S2、S3和S4）损伤源（见3.1.6）的浪涌保护水平函数（SPL，见3.1.7）的峰值和波形确定的。预期浪涌的波形被假设为按其波前时间（T1）和半峰值时间（T2）描述的双指数。
本标准对旨在线路安装地点抗预期浪涌电流的保护措施（如浪涌保护器）的有效性进行评估。
