【摘要】:Thetestingandinspectionofconstructionmaterialsisanimportantelementinobtainingqualityconstruction.Atestingandinspectionagencymustbeselectedwithcareafteracomprehensiveevaluationofitscompetencytoperformtheworkproperly.Thisstandardprovidesbasicminimumcriteriaforuseinevaluatingthequalificationsoftechnicallyorientedtestingorinspectionagencies,orboth.Thecriteriamaybesupplementedbymorespecificcriteriaandrequirementsforparticularclassesoftestingortypesofinspectionagencies.Anindividualusercanalsouseittojudgethecompetencyofanagency.Theintentofthisstandardistoprovideaconsensussystemstandardizedbasisforrequirementsforatechnicallyorientedtestingorinspectionagency,withrespecttotheagency''scapabilitytoobjectivelyandcompetentlyprovidethespecificservicesneededbytheuserwithoutprejudice.Typically,evaluatinganagencyinvolvesthefollowingthreeessentialsequentialphases:Submittalofbasicinformationinaccordancewiththecriteriaofthisspecificationtotheevaluatorbyanagencydesiringtobequalifiedtothisstandard,Evaluationoftheagency-submittedinformation,andOn-siteverificationoftheagency-submittedinformationbytheuseroraqualifiednationalauthority.1.1Thisspecificationdefinestheminimumrequirementsforinspectionagencypersonnelortestingagencylaboratorypersonnel,orboth,andtheminimumtechnicalrequirementsforequipmentandproceduresutilizedinthetestingandinspectionofconstructionandmaterialsusedinconstruction.1.2Criteriaisprovidedforevaluatingthecapabilityofagencytoproperlyperformdesignatedtestsonconstructionmaterials,andestablishesessentialcharacteristicspertainingtotheorganization,personnel,facilities,andqualitysystemsoftheagency.Thisspecificationmaybesupplementedbymorespecificcriteriaandrequirementsforparticularprojects.1.3Thisspecificationcanbeusedasabasistoevaluateanagencyandisintendedforuseinqualifyingand/oraccreditingagencies,publicorprivate,engagedinthetestingandinspectionofconstructionandmaterials.BuildingofficialscanuseSpecificationE329asatoolinthequalificationandestablishmentofcompetencyofinspectionandtestingagenciesinthefieldscoveredbySpecificationE329.1.4Acertificateofaccreditation,includingthescopeofaccreditation,isrequiredtocomplywiththisstandard.1.5Theusersofanaccreditedagencymustreviewtheagency''sscopeofaccreditationtoensuretheagencyhasbeenaccreditedforitstechnicalcompetencetoperformthespecifictestsorinspectionsrequestedbytheuser.
